As Chinese activism on India’s western flank increases, as manifest in the China-Pakistan Economic Corridor project and the development of Gwadar as a potential Chinese naval base, engaging more closely with countries in China’s neighbourhood, particularly those threatened by its unilateral military actions in the South China Sea, appears to make sense. The intent was not lost on a commentator in the Chinese paper, Global Times, who observed: “New Delhi and Hanoi both wish to raise their bargaining position while having interactions with China but neither of them wants direct confrontation with Beijing.”Shyam Saran This is a fair enough assessment. Even the Vietnamese are not sure how useful the newly minted Comprehensive Strategic Partnership with India will be. They have the same kind of partnership with China and Russia already, and observe that China is a much bigger partner. The Vietnamese Communist Party continues to have close fraternal relations with its Chinese counterpart, and this gives China another channel of influence. In short, Vietnam is not going to become for India what Pakistan is to China, and China is unlikely to trim its sails in our western neighbourhood because of our activism in its eastern neighbourhood. But this can be a useful component of the larger emerging countervailing coalition in the Asia-Pacific, which includes partnerships with more substantial powers such as the US, Japan, Australia and now South Korea, spooked by Chinese inability or unwillingness to rein in its North Korean ally. It was no coincidence that the latest Korean nuclear test was timed to cast a shadow over the G-20, East Asia and ASEAN partnership summits.On the South China Sea issue, China adopted a more nuanced role. While it successfully prevented any critical reference to the dispute, in particular in the UNCLOS arbitration ruling in the various summit declarations and statements, it avoided voicing harsh and aggressive claims. Chinese premier Li Keqiang addressed the issue in his speech at the ASEAN-China summit, calling for peaceful dialogue to settle disputes, and engagement in cooperative activities in the meantime. There was a commitment to pursuing the early conclusion of a Code of Conduct, and in the meantime, two important agreements were signed as confidence-building measures. One was the setting up of a hotline to deal with maritime emergencies, while the other was for the Code for Unplanned Encounters at Sea (CUES). There is no doubt that in the aftermath of the UNCLOS Arbitration Court’s ruling against China on the South China Sea, China’s tone has changed and it is trying to project a more reassuring and accommodating approach even while insisting on its claims. The latter aspect was evident in Li’s call to “construct a security framework that benefits all sides so as to reduce repulsion, avoid confrontation and properly handle various sensitive issues to open a way of safe development that conforms to regional reality”. ‘Regional reality’ is code for China’s claim to economic and security dominance of the region and its control over several disputed features in the South China Sea.advertisementOn the sidelines, China, Japan and Korea agreed to revive negotiations on a trilateral Free Trade Agreement, which, if implemented, would be a formidable economic grouping, including the world’s second and third largest economies, along with another major economic power, Korea. If the Trans-Pacific Partnership, led by the US, fails to come through, as seems likely, this proposed grouping will make the US pivot to Asia even more problematic.In the East Asia summit declaration on ‘Promoting Infrastructure Development Cooperation’, China’s ‘One Belt One Road’ initiative figures prominently along with the key role that the Asian Infrastructure Investment Bank and the Silk Road Fund, both promoted by China,will play in this sector. For ASEAN’s Connectivity Plan, China’s contribution could be the most significant. India’s announcement of a $1 billion fund to support ASEAN-India connectivity projects sounds modest in comparison.The Asia-Pacific region is important to India not only for strategic reasons but also as a key component of Modi’s plans to bring about an all-round transformation of India. The invitation to Singapore’s Deputy Prime Minister Shanmugaratnam to deliver the first Eminent Person’s lecture at the NITI Aayog on August 26 this year had the special purpose of exposing India’s governing elite to the dynamics behind the economic transformation of successful East Asian countries. Modi clearly sees India’s strategic space impacted significantly by the emergence of China. My vision was always to create garments with a very English aesthetic, so working with English-raised and trained cashmere experts was an amazing experience.How would you style these pieces for spring?For spring, I’d see both cardigan styles being worn over a t-shirt rather than a button-down shirt. The burgundy shawl cardigan, sleeves rolled up over an un-tucked white tee, fitted black jeans and a pair of black/red Air Jordan 1s. The contract is worth approximately £5.8 million to Rolls-Royce.The vessel is a Rolls-Royce design, type NVC 386, featuring the characteristic wave-piercing bow designed to cut through waves in rough seas, making it possible to keep a more constant speed, reduce fuel consumption and increase on-board safety.The vessel will have a length of 75.80 metres, a breadth of 16 metres and a carrying capacity of 3,000 cu. M; this capacity corresponds to approximately 450 tonnes of live fish. When entering into service, the vessel will operate for Bakkafrost’s own fish-farming industry, transporting live fish from fish farms into on-shore processing factories.Anders Almestad, Rolls-Royce, President- Offshore said: “With this design, Bakkafrost will enter into a new era when it comes to quality, capacity, comfort and environmental considerations. Extensive development work, including CFD calculations (Computational Fluid Dynamics), has been done to provide the customer with a fuel-efficient and cost-effective vessel.”On board, the fish will be kept in three holds constructed for the optimum transportation of live fish, with full pump-circulation capacity in a closed circuit. The system also provides for the full filtering of water, with separate systems for loading all tanks simultaneously and pressurised discharge to shore. A high capacity system for de-licing will also be installed.In addition to design and engineering, Rolls-Royce will deliver an integrated equipment package including a diesel-electric propulsion system and two Bergen C6 engines.The crew’s living quarters and working environment have also been an area of focus during the design process, resulting in seven single cabins, a spacious saloon with separate dining area, a fitness centre and a sauna.The Norwegian ship owner Sølvtrans took delivery of a live fish carrier from the Zamakona shipyard in Spain and has a second vessel under construction, which makes this the third live fish carrier order for Rolls-Royce. read more

Elderly woman found dead in Behala

The deceased has been identified as Subhra Ghosh Dastidar (75). According to sources, on Thursday morning at around 11 am, the maid arrived at the house and found the main door locked from inside. When nobody responded despite repeated knocks, the maid informed some of the neighbours. When the neighbours came, they found the door open. As soon as they went upstairs, they saw Dastidar lying on the floor inside her room, with a towel around her neck. Later, police went to the spot, recovered the body and sent it for autopsy examination. During probe, several injury marks were found on the body. It is suspected that the robber or robbers were known to her, as no signs of forced entry were found on any of the doors of the house. Owner arrested in Eastern Townships dog attack that left woman injured

According to AFP, police in Las Vegas announced on Monday, October 1, that they have reopened an investigation into an allegation of rape brought by a 34-year-old American woman against the world football star.“The case has been reopened and our detectives are following up on information being provided,” Las Vegas police said, refusing to give further details on the “ongoing investigation.” Kathryn Mayorga has opened up for the first time to German outlet Der Spiegel about the accusations she made against the 33-year-old sensation, asserting that he raped her at a Las Vegas hotel in 2009.Mayorga has also revealed that the former Real Madrid star made an agreement with her to sign a confidentiality contract and pay her $375,000.The Juventus striker has already denied the rumors on social media. These situations are part of my job,” said the football player. But it’s certainly positive.”Halifax’s per capita population growth in 2016 outpaced Montreal, Vancouver, Ottawa and, just barely, Toronto, according to recent Statistics Canada figures.Most of the population growth came from international immigrants, who made up three-quarters of the city’s new residents.Even without the one-time wave of Syrian refugees, it was still a record year for Halifax.“The population numbers from last year are really out of the park,” Munro said. “I’d like to think it’s a sign that the efforts the city is putting into attracting immigrants are paying off. The question is can we do it again next year.”Meanwhile, GDP growth was also strong in 2016, ticking up 2.2 per cent. But GDP is expected to taper off as some large projects wind down.The uptick in growth was propelled chiefly by the manufacturing sector, which grew by five per cent largely due to a ramping up of shipbuilding work at the Halifax Shipyard.Under the index’s quality-of-life indicator, the overall crime rate dropped 3 per cent in Halifax in 2015, the most recent year available, but violent crime increased five per cent.Meanwhile, Halifax’s per capita income was $44,244 last year, falling short of the national average and among the lowest compared to six benchmark cities of comparable size.The average monthly rent for a two-bedroom apartment was among the highest of the cities examined, increasing 1.4 per cent to $1,063.A City Matters survey presented alongside the Halifax Index found nearly half of the city’s residents found the cost of food and groceries not very or not at all affordable, with 20 per cent saying they sometimes need to choose between food and other necessities.As for Halifax’s labour force, the number of Baby Boomers entering retirement continues to grow, reducing labour force participation rates, according to the Halifax Index.But the number of workers aged 65 or older has tripled to 9,000 over the past 10 years.Employment in the arts and culture sector dwindled for the second year in a row, with 300 jobs lost, the Halifax Index found. As consultations continue on the formation of a new government in Lebanon, the United Nations Security Council today urged all parties there to engage constructively to achieve this goal ‘as soon as possible.” Lebanon’s Prime Minister, Najib Mikati, and members of his administration remain in office in a caretaker capacity, while Prime Minister-designate Tammam Salam is continuing consultations on the formation of a new Government.“Security Council members urged all parties in Lebanon to engage constructively to facilitate the formation of a government as soon as possible that respects Lebanon’s democratic and constitutional principles, responds effectively to the many security, humanitarian and development challenges facing Lebanon and fulfils Lebanon’s international obligations,” Ambassador Liu Jieyi of China, which holds the Council’s rotating presidency for November, said in a statement read out to the press. Secretary-General Ban Ki-moon has also stressed the importance of forming a new government, particularly in light of the various challenges the country faces, not least of which is the influx of more than 800,000 refugees from neighbouring Syria since the start of the conflict there in 2011.“The formation of an empowered government is increasingly urgent, given the multiple security, humanitarian and development challenges that Lebanon now faces. It has now been seven months since the Government of Prime Minister Mikati resigned. I urge all parties to act in the interests of the Lebanese people and engage with Prime Minister-designate Salam to form a new government capable of effectively meeting such challenges,” Mr. Ban wrote in a recent report.Council members also welcomed the mobilization of support by the UN-backed International Support Group for Lebanon, which was inaugurated in New York in September on the margins of the 68th session of the General Assembly, and “encouraged continued efforts to rally support for Lebanon.”The Support Group undertook to work together to mobilize support for the sovereignty and State institutions of Lebanon and to highlight and promote efforts to assist the country where it was most affected by the Syrian crisis, including in respect of strengthening the capacity of the Lebanese Armed Forces, assistance to refugees and vulnerable communities affected by the crisis, and structural and financial support to the Government. At a meeting at UN Headquarters yesterday, the Group noted the many ongoing pressures on Lebanon and again underlined the importance of burden sharing. They also regretted the lack of progress on government formation in Beirut and encouraged all Lebanese parties to engage positively in this effort. read more

A Muslim convert nicknamed “The Eagle” has been jailed for at least 15 years for planning a “spectacular” terror attack on Oxford Street in London.Lewis Ludlow, 27, swore allegiance to Islamic State as he prepared to drive a van through London’s shopping district or Madame Tussauds.The former Royal Mail worker, who called himself “The Eagle” and “The Ghost”, researched potential targets around the capital.He bought a phone under a false name and wrote down his attack plans, which were later found ripped up in a bin.He identified Oxford Street as an “ideal” spot, writing: “It is expected nearly 100 could be killed in the attack.”Last year, he pleaded guilty at the Old Bailey to plotting an attack in the UK and funding IS abroad.Judge Nicholas Hilliard QC jailed Ludlow for life with a minimum term of 15 years for the attack plan, with seven years to run concurrently for funding. When Ludlow was arrested by counter-terrorism police he refused to explain himself in interview.Following his guilty plea, autistic Ludlow told how he rejected an MI5 advance in March 2017 but agreed to engage with the Prevent programme.He became “bitter” and “heartbroken” when he was barred from going to the Philippines, he said: “I felt that I was trapped like an animal unable to escape its cage.”At first, Abu Yaqeen asked for money then talked him into plotting an attack in Britain, saying “you have to kill them”, he claimed.Ludlow told the court: “I said no at first, I did not want to because I felt this was a bit scary and then he said, ‘You have to do it. You have to kill them, make them pay in blood, you must get revenge. They are not innocent. They deserve to die’.”He said the best way to do so was using a ram attack. Duke and Duchess of Cambridges former press secretary to run their Royal

The Duke and Duchess of Cambridge’s loyal communications chief has been rewarded with the top job at their Royal Foundation.Jason Knauf, who joined Kensington Palace in February 2015, has been named chief executive officer of the newly branded charitable venture after the Duke and Duchess of Sussex separated off to establish their own foundation.The American 37-year-old was hired as communications secretary for the Duke and Duchess of Cambridge and Prince Harry, having previously been PR chief at Royal Bank of Scotland.Mr Knauf, who studied political science in New Zealand and worked as an adviser to its former prime minister Helen Clark, led the privacy charge for the young royals.In August 2015, he published an open letter, warning against the “dangerous” and “distressing” methods used by paparazzi in attempting to get unauthorised pictures of the then two-year-old Prince George.The following year, shortly after Meghan Markle’s relationship with Prince Harry was exposed, he issued a strongly worded statement from the Prince appealing for privacy and expressing concern for the actress’s safety. Catherine Gowing Partial text sent to colleague on weekend she disappeared

Check your local street, car parks, garages, waste land or anywhere a car may be left.We are all so deeply shocked by the events that have unfolded in the last four days. Catherine’s disappearance has left us all bereft. We are lost without her. The last known sighting of Catherine was in Asda, Queensferry, last Friday evening at 8.39pm, when she was wearing blue jeans, a light brown/ khaki-coloured fleece zipped jacket with white shoulder and side panels, and plain black flat shoes. Google Android app is actually NFCenabled

first_imgNear Field Communications, otherwise known as NFC, has yet to be made widely popular in the U.S. Although it’s used often in countries like Japan, it’s taking a bit longer for the U.S. to catch up to the trend. Google, however, is on a mission to spread the NFC love, but is doing so somewhat stealthily.Website Near Field Communications World first reported that Google had slipped NFC tag-reading support into its new Google+ app. Singapore-based software developer Ridzuan Ashim first spotted the NFC integration on the Nexus S phone. The Nexus S runs the Android Gingerbread OS. The Google+ app lets you use NFC to read tags and share the contents of those tags via Google+. So far, you can only use the function with a Nexus S phone as well as being one of the elite members of Google+.At the moment, there’s not a ton you can do with it, but it could open a lot of possibilities for the future. NFC functionality could automatically check you in at a restaurant and then share that with your friends who are in your Circles. NFC tags could also let you add a person to one of your Circles. Similar to the iPhone app Bump where you tap your iPhone to another iPhone to exchange phone numbers, you could just touch phones with another Google+ member and they would be instantly added to your Circle.The NFC capability could also allow you to scan tags to join a Huddle or a Hangout, or scan a tag to find Sparks that are relevant to your location.
