The Governance Commission (GC) and the Law Reform Commission (LRC) have been linked to the preparation and distribution of a controversial document that sparked protest last Tuesday at the ongoing National Constitution Conference (NCC) in Gbarnga, Bong County.The Daily Observer learned that GC and LRC replaced the earlier 25 views that were collected from citizens of the 15 counties by the Constitution Review Commission (CRC) with another document called ‘Proposed Amendments to the 1986 Constitution’, containing only nine views.The 25 views were to have been discussed and approved by conference delegates before being submitted to the Legislature for concurrence and subsequently sent to the National Elections Commission (NEC) for a referendum.However, it was when the delegates were preparing to discuss the 25 views that they observed that the document containing the 25 views had been switched with another document titled, ‘Proposed Amendments to the 1986 Constitution’ containing only nine views. The 26 page ‘Proposed Amendments to the 1986 Constitution’ submitted to National Constitution Conference (NCC) had unexpectedly replaced the initial 76 page document, titled “Preliminary Summary of Views of the Liberian People as Expressed during the Consultations and Sectorial Meetings in 73 Liberian Electoral Districts and the Diaspora 2013-2014.”The 26 page document only highlighted nine of the 25 views gathered from citizens during the consultation meeting with the CRC.The new document was distributed by people wearing LRC jackets. GC and LRC comprise the technical arm of the CRC.Initially, the conference organizer, the Constitution Review Committee (CRC) conducted a nationwide consultation with the 15 counties during which the citizens revealed 25 issues that could be considered as proposals for amendments to the 1986 Constitution.Included in their document, a copy of which is with the Daily Observer, the citizens recommended to the CRC that “Dual Citizenship should not be accepted in Liberia and that Liberia should be a Christian Nation.”However, the proposed amendments document believed to have been crafted by the GC and LRC has the caption, “The CRC Determination on Citizenship.”The document of 25 issues reads, “Citizenship would remain one of the most contentious to be discussed during the consultation process. The CRC revealed thousands of views and numerous presentations were made on the subject both in Liberia and the Diaspora.”It further reads, “The consultation centered basically on the subject themes, the dual citizenship question (Article 28.), Divestiture of citizenship from property ownership (Article 22 (a), and Removal of the Negro Clause in Article 27 (b) which some people describe as “the apartheid clause.”It continued, “On account of the overwhelming desire of Liberians at home and to maintain and to some extent even strengthen the current provision in the Constitution, the CRC voted to make no proposal for amendment to any clause dealing directly with the three sub-themes of citizenship mentioned above.”It also said, “We should also make a brief case that some Liberians at home, but particularly those in the diaspora made cogent cases for change to the dual citizenship (Article 28), and citizenship and property law (Article 22, (a)) to allow for dual citizenship as well as the right of people with sub-citizenship to own real property.”That proposed document did not mention that Liberia should be declared a Christian nation. The source who chose not to be identified lamented, “Nobody should blame CRC, they did their job, but it was the GC and LRC that exchanged the documents.”“You have to understand that CRC does not do anything on its own. Following criticisms of poor health care delivery in Region Six (East Berbice-Corentyne) throughout the year, the Regional Health Committee is now boasting that there is an improvement.New Amsterdam HospitalBoth the Plegtanker and No 76 Health Centres have been handed over to the Health Department with one commencing operations.Just over a month ago, Guyana Times reported that the two health centres were still to be opened three years after construction.However, Head of the Regional Health Committee Zamal Hussain recently told the Regional Democratic Council (RDC) that the Plegtanker Health Centre was opened and the other at No 76 Village is soon to be opened.He also reported that the Dental Department at the New Amsterdam Hospital was opened after several months of complaints. In addition, he stated that the CT scan machine for that institution which was sitting for months is now being installed and will soon come into operation.“The machine is actually in the room and there is still some fine work to be done”, Hussain told the RDCFurther, he posited that there have been rapid improvements, and congratulated the Director of Health Services Region Six and team.“The Laboratory is running on a 24-hour basis. The Director said we are still in need of an X-ray machine urgently at the New Amsterdam Hospital because of the amount of X-rays that have to be done.”Meanwhile, 178 vacancies exist in the Health system in the Region. Hussain said they need to be filled and pointed out that the Director of Regional Health Services and the Regional Executive Officer (REO) could not be blamed for not giving persons the opportunity to work even as Government has sent home thousands already for the year.“The Director is advocating that the necessary agencies that they should put systems in place that we do the employments. Some of the employment might be above board where the REO or other persons can do this, but we are advocating that the Public Service Commission or the Public Service Ministry put systems in place to ensure that we have these vacancies filled and filled urgently”, he noted.He admitted that the administration has serious problems with maids, porters, and auxiliary staff including cooks.“We need to ensure that these vacancies are filled so that we can be able to have the system up and running. The auxiliary staff is important to the institution just as the doctors and the administrators are important. So we need to place serious emphasis on the employment.”The Public Service Act mandates that the REO write to the relevant agencies to have existing vacancies filled.
Scores of officials and residents on Saturday turned up at the Mackenzie Sports Club (MSC) Ground to pay final respects to former Chief Executive Officer (CEO) of the National Industrial and Commercial Investments Limited (NICIL) Horace James, who passed away on January 30 following a battle with cancer.Paying tribute were close family and friends and numerous officials including Minister within the of Social Protection Ministry Keith Scott, former Prime Minister, Samuel Hinds, former People’s National Congress leader, Robert Corbin and officials attached to the Linmine Secretariat and Linden Electricity Company Inc (LECI), amongst others.James’s brother, Bryan James, in presenting his eulogy, reflected on his life andLindeners mourn the passing of former NICIL CEOachievements while noting that teachers would always refer to James, who originally hailed from Mahaicony as a “scholar”.He recalled that James would always make time for family despite his work life, which also led to him being awarded the Golden Arrowhead of Achievement in 2016.Minister Scott in his tribute, extended condolences to James’s family on behalf of the Government of Guyana as he described him as an “outstanding son of the soil” who has made significant contributions towards the development of the mining and bauxite fraternity.The Minister posited that James has left a rich legacy on the country’s social, political and economic landscape as he also referred to him as a “trailblazer” who is gone too soon.“…the full impact of his work remains immeasurable…In every office that he occupied his performance was of an unquestionable standard which qualified him to be a true game-changer in the fields of both national and human development…his works and achievements are so dynamic that he will live on for many generations to come,” he noted.Representative of the Linmine Secretariat, Emmet Alec in his tribute made the call for memorabilia to be established in the community and be named after James. James, who was a Lindener, also served as Director of the Linden Technical Institute, Head of the Linmine Secretariat and CEO and Deputy CEO of the bauxite company, Linmine.He also served as the first Regional Chairman of Region Ten (Upper Demerara-Berbice) and Chairman of the LECI, among numerous others. James was laid to rest on Sunday following a home going service in Georgetown. He was 68 at the time of his passing.
Police Corporal Quincy Bacchus, 27, of Ferry Street, New Amsterdam, Berbice, was on Friday released on bail while his alleged accomplice in a drug trafficking charge was remanded to prison.Police Corporal Quincy Bacchus and Ramon Singh along with the ganjaThe 27-year-old policeman and his alleged accomplice, Ramon Singh, both appeared before Magistrate Faith Gusty at the Georgetown Magistrates’ Courts.Thirty-seven-year-old Singh, a seaman of School Street, Swamp Section, Rose Hall Town, Corentyne, Berbice, was a passenger in the policeman’s car when the illegal drugs were found.Singh and Bacchus both denied the charge which stated that on October 7, 2019, at Aubrey Barker Road, South Ruimveldt, Georgetown, they had in their possession 24 kilograms of cannabis for the purpose of trafficking.The prosecution is contending that on October 7, the Corporal, who is attached to the Division Six Headquarters in the Information Technology Department, was in his motorcar with Singh when several police ranks swooped down on them and searched the vehicle.It is believed that the men travelled to Georgetown with the illegal substance with the aim of distributing/selling to customers here. Bacchus was released on $300,000 bail.Berbice, Region Six (East Berbice-Corentyne), and Linden, Region 10 (Upper Demerara-Berbice), have been identified by the Guyana Police Force as the two leading areas in Guyana where marijuana is cultivated on a large scale and then sold to various locations throughout the country.The matter was adjourned to November 8, 2019.

Schools on Aranmore closed for the day and Pobalscoil Gaoth Dobhair also closed due to a power failure caused by high winds. A number of trees are also down in many parts of the county and there were reports of damage to some homes and outbuildings.Both RTE and the BBC have updated their warnings for this evening – especially in the North-West where the winds have died down but there are warnings of extremely high tides with the possibility of coastal flooding.In Scotland the Government took the unprecedented step of closing ALL schools along the west coast while schools on the east coast closed at noon.The gusts saw winds 40km/hr HIGHER than hurricane-style storms which battered the county in the autumn. That’s worse than the winds which hit Donegal in September when 120 km/hr winds were recorded at Malin Head when the remnants of Hurricane Katia hit the county. Our video above – taken back then – shows one man’s struggle with the winds that day.Donegal County Council closed the Harry Blaney Bridge for a time and Gardai warned drivers of high-sided vehicles of serious dangers to them.Met Eireann has also updated its forecast for this evening to say: “It will be cold and extremely windy on Thursday night with strong to gale force and gusty westerly winds. Showers too, mainly in the north and west, some heavy and turning wintry, with some snow at times. This mainly on high ground, but some possible at lower levels also. Sinn Féin councillor Jack Murray has commended the hundreds of protesters who travelled from Donegal to the Fine Gael Ard Fheis in Dublin to demonstrate against government austerity.Speaking after attending the demonstration, Cllr Murray said: “The people of Ireland have sent a clear message to the government and its policies of austerity. Some 1,000,000 households have refused to pay the household charge, while some estimates of the size of the crowd protesting at the Fine Gael Ard Fheis on Saturday are as high as 10,000.“The household charge has failed. The message has been delivered loud and clear. The government must now respond and repeal their regressive austere policies. “Sinn Féin TDs have moved a bill in the Dáil which, if successful, would repeal the household charge and provide a rebate for those who have paid. We have also presented a number of proposals which would raise greater revenue without impacting on those who can least afford it.”Cllr Murray commended the Donegal delegation who travelled to the protest: “Donegal was perhaps one of the most visible counties at the weekend’s protest. Hundreds of people had travelled from Donegal to the capital.
